For the CA QSO Party,
If a W6 is calling CQ, he's in CA
If a W-not-6 is calling CQ, he's not in CA
If a W-not-6 with a /6 appended to his call is calling CQ, he's in CA
For all other QSO Party's, (call)/(state) appended to the call would
apply for those within the call district.
Seems simple and clear to me.
