In most contests this is called cheating.
I and others have heard stations do this in
a contest where it was not allowed and those
stations were disqualified.
If this is going on you should bring it up with
the contest sponsors and maybe with the station
in question.
I know there are some who use two computers to do
SO2R and they do not have *any* sort of lock out
so they run the risk (no matter how hard they try) of
transmitting two signals. They should get this fixed
so they will not be cheating.
