Recent NCCC relfector discussion on this topic was extensive;
people taking sides, mentioning driver's license, dog license,
etc etc.  
One of our more practical members, K6VVA, did the simple thing - he
asked.  The response from ARRL contest branch was reported, by
the Locust, as:  
"> The year used is really immaterial - some people pick a number out of the
> air, etc.  You can use your year, the club's year, etc... A year is used
> since the SS exchange in general matches the NTS message header. "

I'll say this - my check, 65, as a phone check sucks. It sounds like 55 and
I get lots of requests for repeats. On phone I would like my check to be 00.  
If my check were 00 it would suck on CW, so maybe I would use 55. 
 
Except for the rules. 
 
I'll bet it would make for at least a few QSOs worth of difference over 24
hours of operating.
