I'm not so sure that's a good idea.

LotW is too complicated for many amateurs.  Not that I can think of any
way to make it less complicated without sacrificing important goals of
the program, but it *is* complicated.  It's easy to think everyone has a
computer and Internet access, but that isn't true.  Finally, some hams
just want to have those paper cards.  

I believe LotW will considerably reduce the demand for paper QSLs over
time.  (probably starting with the major DXpeditions)  I don't think
we're anywhere near ready for it to replace paper altogether.
