Jim Cain brought up some valid points on the ARRL SS. As late as the mid
1960's the SS exchange was very lengthy to train operators to send traffic
(most of us were also traffic handlers then).
As far as the check is concerned for a single op its the year of first
license. For multi ops they must decide on the check. Any valid year is Ok
but it cannot change or the log checking program will go gonzo. I suspect
the year of the call holder license (personal or club) is best to use.
