If were going to discuss changing the scoring, how about
my favorite:

  When I run I can do 100 Qs per hour
  When I S&P I can do  50 Qs per hour

  You should get 1 point when I answer your CQ,
  but I should get 2 points when I call you.

  Then I can S&P the whole contest, more peacefully,
  and without constantly transmiting, and still have
  a competitive score.
