Obviously we can't force the other guy to obey the rules.

But a contact is collaborative effort, so when the other guy fails to 
follow a minimal subset of the rules governing the exchange, can we still 
count it as a valid contest contact?

Would we be arguing in favor of credit being awarded for a contact in which 
the other guy refused to send all of the required exchange, even when asked 
and prompted for the information? So how is the other guy refusing to abide 
by the specified callsign format any different from him refusing to send a 
power or a check?

Agreed, since the contact is just being set as a dupe and no additional 
penalties are assessed. The only thing lost was the time working him. Just 
remember to ignore him next time around ;-)
