If you set AUTO QSO NUMBER DECREMENT = TRUE (default is false) (this is
available in the CtrlJ menu).....
[From the manual]
If you have programmed a S&P exchange that includes a QSO number, you might
find yourself in the following situation: You have just logged a station, who
is now asking for your report again. If you press F2, you will send the next
QSO number, which will be one more than the one you sent the first time. To
fix this problem, if you set AUTO QSO NUMBER DECREMENT to TRUE and press F2
when both the call and exchange windows are empty, the QSO number will be
reduced by one.
