Are they?
I mean, if you've crossed the line at 300 watts, why stop at 1.5 kW? Why
not go to 3 kW, or 10 kW? After all, if you're breaking the rules, you
might as well break them good, right?

If Italy had a 1.5 kW power limit, I'm sure there would also be less
excessive power use (beyond 1.5 kW), period. If you haven't crossed the
line, there's less of a temptation to go for excessive power.
