Well, after a few days and a bunch of replies, here is the summary..
The stations that get a bunch of cards, like contest and dx stations,
usually don't return cards with out a sase. If they do, it's on a very low
priority basis.
Other stations that get much fewer cards return cards in the manner
received, direct for direct or buro for buro.
This applies to domestic and dx cards in both cases.
I'm the later catagory (fewer cards), but am much happier stuffing someone
else's envelope than puttng my own stamp on a card.
As usual, a most enlightening experience to post to this reflector......
