I would propose that the STATE/PROVINCE be used for US/VE
entrants rather than grid square. For dx stations, if grid
square is used, I doubt if there is a trustworthy data
base. If the arrl decides to use IARU Zone, it's pretty much
a no-brainer. Either way, the BIG benefit would be distance-
based scoring.
