[CQ-Contest] SS callsigns

I base the decision about sending the other stations callisign on several
factors: signal strength, QRM, other ops ability level.  There are times
when you are pretty sure his callsign is not needed.  When in doubt I send
it.  Also someone suggested asking for a partial repeat as a way to be
certain you are the station being worked, I find that usually works OK. 73
