I have been maintaining the file for several years (the history file
starts October, 1993). The server that the file lives on has been down
for several days. There will be an update announced on the CT-USER
reflector about a week before the CQWW Phone contest.

The "ten minute rule" was added in 95. For some reason the rules mailed =
to many of use THIS YEAR did not contain the following from the 95 =
