Thanks for the sympathy vote.
There is a slight misunderstanding (mostly because the details of the
rating system haven't been announced yet). The actual operator ratings are
calculated in comparison to other operators in the immediate vicinity in
each contest. Thus, if WA8YVR submitted a CQ WW CW 1993 score as part of
his application, that score would be rated in comparison with other W8's
(assuming enough logs in his entry class; e.g., single op unassisted). If
he went to J73 to operate WW Phone that year, he gets compared to other J73's
(but, since there probably aren't any others, he will get compared to other
stations around him in the Caribbean). And so forth for each contest entry.
WA8YVR's overall rating will be an average of many individual contest entry
ratings.
It is the overall rating that gets used on a world and continent wide
basis to rank WA8YVR.
I hope this is clear without having to go into too much detail on the
rating calculations (for the time being). The details of the individual
contest rating calculations will get circulated in a few weeks.
Yes, a group of "wise men" could just pick some people to invite to WRTC.
But we are very uncomfortable with that: too much risk of "why didn't you
pick so-and-so" second-guessing.
