There are some strange little quirks in the new handicapping system
from golfers but the bottom line is that it is biased towards the
better golfer. You take your ten best scores out of the last twenty and
average subtract the local course rating and take a fraction of that. Then
modify it with the slope rating for your course to give you your handicap
index. The taking a fraction of the ten BEST scores of the last twenty is
the source of the bias in favor of the better players and the source of much
in the way of sandbagging/cheating.
