No.  That's the nature of the analog IF noise blankers.  The strong off
frequency signals modulate the noise and when you set the threshold
very close to the signal level in order to blank the line noise, the
strong signals will cause false blanking and generate intermod.

A noise blanker is at best a mixer ...
