[Yaesu] Serial Number and year of Manufacture.

I know that this has been discussed before, but I want to confirm my suspicion. 
 I know that the 1st number in the serial number is the year of manufacture 
(correct?).  What I need to know is what years the rig was made.  I'm going to 
be looking for a 990, and want to get the latest production and make sure that 
I get ver 1.3 ROM.
