I think you have the terms "align" and "netralize" confused.
"Neutralization" is only necessary if you have replaced the final
output tubes or there has been some other component change in the final
stage. "Alignment" refers to adjusting the trimmer caps on the bottom
of the rig (and a lot of other things.) If you are not familiar with
the difference between these terms you probably should not attempt
either. Especially if you have improperly neutralized an FT-something,
worst case it could catch on fire. 

That being said, reduced output on 10 and 15 is a common symptom of old
or damaged final output tubes. The driver maybe, but it is not put
under nearly as much strain as the final.
