I have same experience with FT-101ZD.
My opinion,
When you have normal output with others band, the problem not on tube
driver.
It's need to trim the capacitor trimers below chasis on that 101b, you
should trim the capacitor to max output.

Trim the capasitor related to 15 and 10 meter only, you should know which
one that should be trimed.
