Yup, that's what it says on page 15 of my FT-102 manual. Wouldn't be too
sure it's a typo though. I know a Japanese mauufacturer of radio control
equipment that wires plugs center negative like the one on the left on page
15. Can't tell you for sure about Yaesu though.

UPDATE:
I checked the jacks at both the FT-102 and FC-102 units and noticed that
the positive line is the CENTER of the wire on both ends. I also measured
the FT-102 12V jack and it is center tapped positive, so I guess the
drawing on page 15 letter "D" is indeed wrong. I went to radio Shack
and bought a RCA jack and DC jack ,soldered it up and it works
perfectly. So I guess the FT-102 manual was wrong. Thanks For your
