I found it! I found it! Something Bill, K5FUV, said stimulated my
long-dormant technician inclination (thanks Bill, I hope this abberation is
temporary). I took the connector apart again and searched carefully for
potential shorts to ground. Found none. Tried connecting the adapter to the
radio without the metal shell and it worked! To make a long story short, it
turns out the small screw that holds the metal shell to the plastic connector
was shorting pins 1 and 7 when screwed all the way in. When the screw was
even partway out, the adapter worked. Since pin 1 was not used, I pulled it
out, tightened the screw and now have a working Heil adapter. Factory
production problem at Heil, I suppose. I post this for anyone who
experiences similar problems.
