The ARRL Sections are in namedmul.ini (Data files), not in wl_cty.dat

Latest WL Data files will score PEI as a section, but the ARRL on-line log
submission site will not.
I worked 54 Sections according to WL. When I submitted my log on the ARRL
website, it said I had worked 53 Sections.
I changed PEI to PE, re-submitted my log, and then I had credit for 54
Sections. Problem solved.

PEI in the multi and the toral is 83 instead of 84. What is the problem?
