In my initial setting, I got the same situation --- continuous PTT key down.
Then I changed to
USB Send/Keying USB Send USB1(B) RTS
USB Keying (CW) USB1(B) DTR
USB Keying (FSK) USB1(B) DTR
Try (B) if you are currently using (A), the issue was solved in my case.

Seems to be some sort of issue with PTT using RTS with the ICom IC7610.
When you set it up like below, the radio is in constant PTT.
You have to un-check PC generates PTT to keep it from transmitting.
PC generates CW works fine on DTR. But some issue with PTT on RTS.
The radio keyes up fine in RTTY mode even without all mode PTT turned on
and com PTT set to NO. Not sure how the radio transmits in RTTY mode. Must
be a radio command?
