As several people suspected, there was a keyboard shortcut assigned to that
key.  It never occurred to me to even check that because I "never" assign
anything to that key for exactly this reason.  Sometimes we use these PCs
in multi-op CW or RTTY, so maybe someone else changed it but it still
doesn't ever make sense to do so.
