[WriteLog] Scoring - ARRL DX

Just completed looking through our log for VP2ME from 2 weeks ago in ARRL DX
CW.  Writelog gave us full 3 point QSO credit for DX contacts, even though
as DX to DX they should be scored zero.  I don't think it used to do this?
The .ini  file has us properly set as out of the country, and we were using
the "outside US" version of the contest.
