Yes that works when using the TQSL stand-alone application to create a TQ8 file
from an ADIF file. I like to take the shortcut of using WriteLog to export and
directly e-mail a TQ8 file directly to the ARRL. There is no date range prompt
within the dialog box presented by WriteLog.

Yes you can set a date range.
Start tQSL and go into File > Preferences > Options tab. Check box "Prompt for
QSO Date range..."
Now when preparing a tq8 file you will be prompted for the date range.
