I liked the second paragraph best:
"Make a full call in WL_CTY.DAT have precedence over all other databases
for bearing calcultions. (Others include Russion and Australian prefix
maps.) "
I tried Bablefish, but it didn't help.
As to the first paragraph, if we REALLY have to start editing the registry
to run WL, I see a very dark future for my favorite contest program.
