The only time I have ever had Cabrillo bounce was when my PC clock was off
by 1 hour and the robot kicked it back saying that some contacts were
outside of the contest time period.  That is a very legitimate bounce.  The
other instance was when the robot was in a bad state and was rejecting EVERY
submission.  That was a period when the ARRL lost a large number of
submissions that were apparently confirmed as well.

I think you should take a look at your installation and config files to see
if there is a problem with it.  I might go so far as to reinstall WriteLog
completely.
