[WriteLog] Mouse Wheel Tuning

What lines have to be put into the writelog.ini file to change the mouse
wheel tuning rate.  I thought you had to add a section as follows:

 

[Mouse Wheel Tuning]

Mouse_Wheel_Tuning=20

 

But no matter what I set the value to, the tuning rate does not change.
