Many thanks Mike and all.  I guess I shouted too quickly.  I found the 
.dat and .mul files and modified them.  Then I converted cty_rus.dat to 
cty_rus.bin using Convert CTY to Writelog.  Next time I'll try thinking 
before shouting!  Thanks again and see you in the fray.
