You do it the same way I used to do the master callsign database for CT:
A call has to show up in 'n' logs in order to be included.
Increase or decrease 'n' until the database is the desired size.
A database that's too big is just as troublesome as one that's too
small. Look at all the discussion this issue (too big) has caused.
