Yes I have recently installed some new software, namely AE6Y logging program,
cqwin92. I had cqwin73 which coexisted OK, but the upgrade caused the problem
with writelog.
Off course now the problem is how to undo (fix) the problem.
Mork suggested the following:

I had this problem with Writelog last year when a different program (AE6Y's
CQPWIN) changed that DLL during its' installation process. I even tried
tracking down the "original" Windows DLL and reinstalling it, but no go.
Eventually I had to uninstall both programs, reinstall the whole Windows
component (DCOM?) that includes the RPCRT4.DLL, and then reinstall Writelog
and not the other program. Wasted a good week of time! Have you installed
any new software after Writelog? You might try uninstalling it and then
installing a newer Writelog version.
Sorry, no definite answer for you, but you're on the right track that
RPCRT4.DLL is changed/out-of-date/corrupted.

I have tried uninstalling both programs and that did not fix it and I tried
replacing the RPCRT4.DLL with a file from another computer but, no go.
So it looks like I have to go one step further and re-install the Windows
component DCOM as Mork suggested.
