When I set up my Win XP WL the only thing I had to do that was overt aside
from running WL install was to make certain I had the account set up with a
password.  That was done after the WL install.  The XP systems had a TCP/IP
network previously installed for local file sharing, etc.  I just reused
that.  To set up that network I just used XP's network wizard.

In checking my network it appears that I got everything set up the way your
instructions indicate, but without all the manual inspection and clicking.

So, if I'm typical, it would appear that running the XP wizards will provide
everything needed in a TCP/IP LAN.  Take all the default, except perhaps
choosing your own work group name.  Then just add the login account/password
and you're done.
