After I installed a hardware router/firewall for my always-on cable
connection and activated the freeware version of zonealarm, I have seen
many sneaky activities from various pieces of software, including a piece
of shareware that was obviously trying to tell "daddy" that I was using it,
but never have I seen WL try to access the internet.
If you want to identify just what is trying the dialout, DL and install the
zonealarm. It tells you exactly what is happening and lets you decide if
you want it to proceed or not. For routine things, you grant permanent
access so it doesn't bug you anymore.
A google search will turn it up. I don't remember the URL right now.
