[WriteLog] WRTC scoring

The problem DL2CC/DL6FBL encountered with the OE HQ stations is a problem
with
the rules not writelog.  Unfortunately the program will have to changed
to accommodate
the same HQ with a different call.   I am sure thus is something that no
one could have anticipated.

Good job learning on the fly.  Most of us would have many more problems!
