[WriteLog] Packet Spots

I am a new user and I am still trying to find out how to activate Window 
Packet Spots.  Both of  the packet windows open, but only the packet window 
activates and supplies the desired info.  When I open Packet Spots, the 
window is displayed but spots are not.  The usual arrows and bar on right 
side of window don't come up either.

Can someone provide some direction?
