It is tricky.
FIRST open Packet Spots from the Window Menu.


THEN 

Open Packet Window form the Window menu

THEN IN THE PACKET WINDOW use the File Menu and select Telnet.


THE help file and manual are VERY POORLY DONE here!

I am CC to the reflector as others may have this same question.
