Further to my long lament...
I'm running WL 10.30B on both Win98 and Win2K.
I did have 10.28D on Win98 and tried that briefly. As I recall it was even 
less satisfactory and was the source of most the server busy problems in 
two radio mode. As it didn't get as far as I had on Win2k I upgraded the 
Win98 system and got the results reported.
