[WriteLog] upgrade problem

I'm currently running WL 10.25M (which I had upgraded from 10.21K). I 
downloaded WL1028DUPG.ZIP and unzipped it. When I try to run set up I get the 
message, "WL v. 10 not installed." I recall that I had a similar problem 
going from 10.21 to 10.25. Any ideas what I might be doing wrong?
