[WriteLog] Russian RTTY Contest - hint

I found this by accident before the Russian RTTY contest
started, but if you go to the Contest submenu and choose 
Parameter Setup, you can select Automatic Oblast lookup
which might help when copying weak Russian stations and
you can confirm what you see on the screen.
