[WriteLog] Country File Update 5 November 2000

The instructions from Jim AD1C say that (after unpacking wl_cty.dat in
WL\programs directory) we should run "Convert CTY to Writelog" program from
WL programs folder. I assume the conversion program is a .exe file in
Writelog\programs...but exactly what is the name of the file?
