Hi OM FIdel,

I was operating from Macau with call XX9TKW, and I noticed the same thing. In 
BIG pilup this was really a problem,
as it was many times impossible to copy more than partial call first time. Wl 
started to send partial call and really stopped
for a while causing remote station to start transmit at the same time as Wl 
continued with RST + SQN.

Igor UA2FZ mentioned, that if you press SPACE before pressing INS the problem 
will not occur. I haven't tested it, but maybe Wl then gets enought characters 
to start sending properly.
