The precedent is in Field Day, which as we all know is totally and
definitely not a contest.  Phone Qs there are 1 point, CW and digital
are 2 points.

Since, in these contests, Digital is the mode to be penalized --
because those Qs are so "easy" -- make Phone and CW 2 points and
Digital 1 point.   Keep the band multipliers.

To your point of "trying to get another contact" with the same
station, just add a rule that says one QSO per station per band.

Divvying up by individual digital mode to me just sounds spiteful.
