I e-mailed LZ5HP a half hour ago and received this reply:
Hi Ken,
The price of 1296 MHz transverter V2.3 is 198 USD +12 USD for economy
shipping.
This is a new version with possibility to use external 10 MHz
reference.
Transverters are in stock. Payment can be made by Paypal or by wire
(bank)transfer.

I inquired about shipping to Canada. The price to the U.S. is probably the
same or very close.
73,
Ken Alexander
VE3HLS (who may soon be on 1296!)

Yes, it should be
transverter, not transporter. Damn autocorrect. Sorry for
the confusion.
The price is
slightly less than $200. I am not sure exactly, but a couple
o fears ago I remember seeing 165euro as a price. The euro
is down now. He also has made a 902MHz version at the
request of the PNW VHF group, but there is no information
about that one on the web.
