Alex - I think that the first thing you need to do is find the source of that 
s9 noise on 6M. The vast majority of signals from beyond line of sight on 6M 
are less than S9. There are a lot of signals at or near the noise level, so it 
is hard to make comments on the participation level you will experience with 
that noise level. A directional antenna will help if the noise is from a single 
direction. A Moxon on 6M will be a big improvement over the dipole or vertical 
and is not that much harder to support. Check out the N2MH Moxon. It is easy to 
build and offers good performance for the effort expounded. 

As to 2M, you are right, the numbers aren’t large enough to draw conclusions. 
If you have a noise problem there, even S2 or S3, that needs to be considered. 
If you want a larger antenna, without much effort look at WA5VJB’s Easy Yagis. 
Easy to build, no tune, good performance. 

Look into the activity nights in your area to get a better idea of activity 
levels and what signal strengths to expect. And people will get to know you and
