The point on FM-only frequencies being not so well-used is well-taken,
but I would note that it is somewhat common to put a quick question on
a traffic jam on the air on 146.52. It's a better faster way to
contact anyone who may be ahead of you in the same traffic jam than
putting a call out on one of the two dozen repeaters within range.
That may be the reason that such a "reservation" on 146.52 exists
where it doesn't for SSB or 70cm FM -- neither is used as frequently
on the road as 2M FM.
