Changing CQ-WW-VHF to CQ-VHF was the secret. Thanks!
I also noticed the problem with the Russian DX Contest logs. I used the
Cabrillo spec'd RDXC and tQSL still does not like that. But that remains a
minor problem for now.

is consistent with these specifications, my guess would be that it wants
just CQ-VHF.
In fact, there is a file called config.xml in my TQSL program folder. In
this file there is a list of contest names under <cabrillomap>, and
CQ-VHF is one of the contest names in that list.
Based on that, I'll be very surprised if CQ-VHF doesn't work!
