Hello again to all....I have not been able to get the Contest Branch to
give me a straight answer as to whether or not a Protest Log(a log with
NO contacts) would be counted as a "Log Received".

Hi Marshall-
I would not be inclined to count a zero-QSO log as a log received; an
empty log is valueless for Contest Branch purposes.

You replied on August 4 at 11:35pm:
"Hi Sean....the reason that I would like to send in a Protest Log with
NO contacts is obvious. However, I don't wish for such a log to be used
to inflate the number of logs received....just so that people will
believe that the EME contest is still healthy."

There's your straight answer.
I will not be engaging in this debate, but I did reply to you quickly
and I told you I wouldn't count empty logs as Logs Received.
