It seems clear to me. They plan to have LoTW available for VUCC in the 4th
quarter of this year IF something more important doesn't come up which it
most likely will (that last part is a comment by me). I am not holding my
breath.

In advance of the ARRL board meeting I had asked the RM Division Director
about the status of getting VUCC on LoTW. His response is quoted below.
"This weekend was the ARRL Board meeting and I asked about VUCC and LOTW. I
was told that VUCC is planned to be made available on LOTW within the 4th
quarter of this year, barring any issues that arise elsewhere in the purview
of our limited IT staff. I'm sure this isn't as soon as some would like it,
but at least the finish line is in sight.
