here ya go, dig through this site, can't even tell you what the cost would be 
for the mast you may decide upon.  Bolt and secure it to a trailer add antennas 
and away you go.

The masts are similar to what ENG truck use.  Don't think you want to spend the 
coin on a WilBurt, even if you got it used, you would still not to obtain a set 
of O rings for the repairs.
You probably could find an ENG van somewhere, but the time an effort to get the 
engine/tranny, etc road worthy may not be truly worth the expense.

Hills...Those are all far more expensive than a small trailer, the insurance & 
registration
is a fraction of additional vehicle, it doesn't have to pass emission
testing and the general maintenance is a heck of a lot less.
